Rules of Speaking: Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. All dialogue at the meeting will be conducted by use of the microphone. Those joining the meeting on WebEx are reminded to mute their speakers until they wish to be recognized by the Chair. Anyone not following these rules will be ruled out of order by the Chair. Those providing presentations to the Board are encouraged to do so via a PowerPoint presentation, with a projector and provide handouts for the Board and the community. To permit sufficient time for questions, those giving reports are urged to keep their presentations under three (3) minutes unless otherwise advised. The public concerns, questions, and comments are limited to two (2) minutes each. The Board questions and comments are limited to one (1) minute each.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless allowed for under HRS 92. A majority vote (5) of this 9-member Board is required to meet quorum requirements.

Announcements of the following events: Chinatown Open House/Choy Cheng 02/02/2024 (sponsored by Chinese Chamber of Commerce); Chinatown New Year Celebration at Chinatown Cultural Plaza 02/02/2024 and 02/03/2024 (sponsored by Chinese Chamber of Commerce); Night in Chinatown Festival and Parade 02/03/2024 (sponsored by Chinatown808) - Leonard Kam (Chinese Chamber of Commerce)

B. City Lights Opening Night will occur on Saturday, December 2, 2023 - 4 - 4:45 p.m. Vehicles arrive at the staging area on King Street at A ala Park. / 6:05 p.m. PARADE BEGINS (approximate time) / 6:32 p.m. / The first unit anticipated to arrive in front of City Hall. (Vehicles will be directed to park in the LEFT lanes on the MAUKA side of King Street. / 7:45 p.m. PARADE ENDS (approximate time that last vehicle is parked, and Santa Claus float has left). Vehicles remain parked for about 45 minutes on King Street for viewing by the public. DRIVERS/AND ASSISTANTS MUST REMAIN WITH VEHICLE AT ALL TIMES. / 8:15 p.m. All Parade vehicles must leave King Street at this time. - Deputy Director Warren Mamizuka

Installation of a Plaque on Fort Street for Dolores Mollring for her 27 years of service as a Downtown-Chinatown Neighborhood Board Member - Sponsored by the Chinatown Business Community Association, Council Member Tyler Dos Santos-Tam, and former Neighborhood Member (and daughter) Laura Sturges. - Chu Lan Shubert-Kwock and Laura Sturgis

IX. NEW BUSINESS

A. Board Concerns:

i. Communication with Chair to request items of business to be placed on the agenda per Neighborhood Plan section 2-14-111 C(1), C(2) in order to create more efficient and effective meetings.

ii. Motion to request Board members to not edit nor tamper with files uploaded to the Downtown-Chinatown Neighborhood Board's Google Drive, including but not limited to renaming of files uploaded by others.

X. ANNOUNCEMENTS

A. The next Downtown-Chinatown Neighborhood Board No.13 regular meeting is scheduled for Thursday, November 2, 2023, at 6:00 p.m. at Ke'elikolani Middle School and virtually via Webex.

B. Rebroadcasts of Downtown-Chinatown Neighborhood Board No.13 meetings are scheduled on lelo channel 49 for every third Thursday at 9:00 p.m., as well as 9:00 a.m. on the fourth Saturday of each month. An archive of past meetings may be found on http://olelo.org/olelonet/ by searching on .
