2023 Hawaiʻi State Legislature Updates

Photo: Hawaiʻi State Capitol building. Photo credit: State Foundation on Culture and the Arts/Mark Galacgac.
The following is a summary of the bills impacting the Hawaiʻi State Foundation on Culture and the Arts (SFCA) that went to conference committee. Ultimately, the SFCA received no additional funding or positions from last year’s budget. All of the bills to de-fund the SFCA, however, died earlier in the session. It was a team effort this session and we are grateful for the committee chairs Senator Chris Lee (TCA) and Representative Adrian Tam (CAI) for their support and the arts community for your participation!

Click the bill number link to read the testimony, committee reports or to watch the hearings on YouTube.
HB473 HD1 Appropriation bill to fund CREATIVE WORKFORCE GRANTS to support the living wage of creative workers did not pass conference committee. (Tam)
HB475, HD1, SD1 To establish the ART IN PRIVATE PLACES PROGRAM passed. The portion of the bill supporting performing arts, making an appropriation, and establishing a position, did not pass. (Tam)
HB478, HD1, SD1SD2 Specifies the QUALIFICATIONS FOR MEMBERS OF THE SFCA COMMISSION. (Lee) The portion of the bill appropriating funds for the Artist Fellowship Program did not pass. (Tam)
SB1532 SD2 HD1 Establishes the Hawaii leadership awards program within the SFCA. Did not pass conference committee. (Lee)

There are several concurrent resolutions that will impact SFCA operations:
SCR100 requesting the SFCA to collaborate with the Office of Veterans' Services to plan and construct memorials to honor the sacrifices and contributions of veterans from Hawaii.
SCR148 requesting the SFCA to establish a museum of modern Hawaii history task force. (Lee)
HCR37 HD1 requesting the comptroller, in consultation with other state officials, to submit a report on the process and procedures for the transfer of funds to the works of art special fund. (Yamashita)

2023 Young Artists of Hawaiʻi student artworks selected

Artworks have been selected for the 2023
Young Artists of Hawaiʻi exhibit by a panel of judges: Hawaiʻi State Representative Sonny Ganaden, Hawaiʻi Contemporary Executive Director Rosina Potter, and Youth Ambassador Rachael Kim. The addition of a Youth Ambassador judge is new this year - SFCA Art in Public Places Project Manager Kamakani Konia says “Rachael is a Junior at Mid-Pacific Institute and one of the most decorated artists from this year’s Hawai‘i Regional Scholastic Art Awards. One of the goals for Young Artists this year was to better bridge the gap between our student exhibition programming and perpetuate the theme of leadership within our schools by having big kids guide little kids.”

Young Artists of Hawaiʻi is an annual student art competition and exhibition. Presented by the State Foundation on Culture and the Arts, the Hawaiʻi Tourism Authority, and Gravitas Pasifika, this program recognizes creative excellence among Hawaiʻi’s public and private school students, Kindergarten through seventh grade. A panel of judges select 96 works for the exhibition, which is presented at the Hawaiʻi State Art Museum. Replicas of the artworks are also displayed at the Hawaiʻi Convention Center for one year, in the Pa Kamaliʻi Courtyard on the third floor.

The student artworks will be on display at the
Hawaiʻi State Art Museum May 20 – July 8, 2023. The opening of the exhibit is the same day as the May Super Saturday family event.

SFCA Artists in the Schools Spotlight

Kualapuʻu Charter School “Molokaʻi Keiki Storytellers”

Molokaʻi Arts Center shares: “Kualapuu Public Conversion Charter School held a wonderful event to showcase Molokai’s keiki Storytellers. Students in Ms.Eileen Carr’s 4th Grade Class, Mrs. Kimberly Link’s 5th Grade Class, and KumuLoke Han’s 6th Grade Papa worked with Hawaiʻi State Foundation on Culture and the Arts’ Artist in Residence Laurel Nakanishi to create their own literary works about Molokai. The program resulted in the publication of books which were distributed at the program. Students read and then were available to autograph the books afterward. Lifetime Molokai residents ʻŌpuʻulani Albino, Penny Martin, Kalani Han, and Alice Cabael Kaahanui shared their own recollections about growing up on Molokai. Ono dinner music was provided by Pili Paʻa and Chicken Hekka meal by Mike’s Catering. Mahalo to everyone who came to support our keiki storytellers.”

SFCA Artists in the Schools provides State of Hawaiʻi Department of Education public and charter schools with engaging, creative, and fun learning experiences based on the Fine Arts standards for all grade levels, through residencies with qualified, trained teaching artists from the Artistic Teaching Partners (ATP) Roster. Many of these teaching artists integrate their art form with other core curriculum areas, such as language arts, math, social studies, and science, meeting both Fine Arts and other core standards.

Special performances of the “Symphony of the Hawaiʻi Forests” by Hawaiʻi Symphony Orchestra

Maui’s Prince Dance Company brings live dance performances to Oʻahu public schools
Maui-based Prince Dance Company received an SFCA American Rescue Plan Act (ARPA) grant to create and choreograph “My Empty Body is Full of Stars”, and brought the show to Oʻahu in March 2023. Performance locations included the State Art Museum and several Oʻahu public schools. The company reports: “Last month Prince Dance Company took “My Empty Body is Full of Stars” and “Dancing Galaxies” on tour to Oahu for a total of 11 performances in 5 days. - It’s a beautifully interesting experience to have a contemporary dance company in Hawai’i because the impact of our work here is seen much more intensely than on the mainland. Many of our shows on Oahu were educational performances at elementary schools. Due to the limited exposure to varied forms of performance arts in Hawaii, particularly in public schools, it was especially impactful to witness the effect of our performances on children. - We are reminded as a company that one of the biggest gifts we have been bestowed is to inspire others to explore their bodies as mediums for communication, story-telling, creative expression, and self-love. To be able to serve our community in such a way that opened up young students to seeing what is possible through discipline, creativity, and collaboration is an incredibly privileged. We witness the inspiration the children felt to explore a form of dance that they normally would not have exposure to.”

SFCA Art in Public Places Artist Spotlight
Honolulu based artist Gordon Sasaki is one of 18 awardees in this yearsWestern States Arts Federation (WESTAF) Black, Indigenous, and People of Color(BIPOC) Artist Fund. WESTAF’s team of reviewers identified the awardees from a pool of more than 450 applications, with one awardee per state and jurisdiction receiving an average of $10,000 per artist. Made possible through WESTAF’s MacKenzie Scott gift, the fund will include four virtual group coaching sessions to build on the plans awardees shared in their applications. The WESTAF announcement introduces Sasaki as an artist expanding the boundaries of disability, “[using] his ownwheelchair as a ‘still-life’ motif to create life-size paintings that redefinedisability as a rich resource of creative energy and cultural iconography.” Two paintings by Sasaki are in the SFCA Art in Public Places Collection; “Genesis” is currently on display in the Honolulu Community College Library and “Breadfruit” is on display at the University of Hawaiʻi-Mānoa Richardson School of Law.
