2021 Legislative Session: Significant Outcomes Relating to SFCA
The 2021 Legislative Session focused on identifying and prioritizing funding to ensure the State’s solvency in response to the economic crisis of the pandemic. Bills and hearings focused on Special funds, vacant positions and identifying resources to support State government services. The following are a few key outcomes of the session.
The Legislature applied a 20% reduction to SFCA general fund (intended for grants).
Abolished vacant Arts Program Specialist III Collections Manager position and deletes 75% Office Assistant III funding.
Transferred King Kamehameha Celebration Commission funding under SFCA. The transfer includes administration and reporting on accounts and does not include oversight of the commission and its activities.
Administration of American Rescue Plan funding for Bishop Museum and Iolani Palace will be through the SFCA. SFCA is responsible for ensuring the proper expenditure and reporting of the funds to Federal Government.
SFCA and Hawaii Community Foundation Award Arts Education Residencies

All ninety-seven public and charter schools that applied were awarded Artists in the Schools residencies for school year 2021/2022. Awarding all applicants was made possible by matching funds from the Hawaii Community Foundation, sponsoring forty-one schools. Funding for Artists in the Schools is a mix of Federal, State and Hawaii Community Foundation funds.
Artists in the Schools is an SFCA arts education program that provides eight-session artist residencies with highly qualified teaching artists from the SFCA Artistic Teaching Partners Roster. The residencies support school curriculum topics including science, math, and literacy with various arts activities.
The eight session school residencies were approved for all Public and Charter Schools that applied. Funding for Artists in the Schools is a mix of Federal, State and Hawaii Community Foundation funds. Mahalo nui to Hawaii Community Foundation for their continued support of statewide arts education.

NEA Announces New Report on Artist’s Use of Technology As a Creative Medium
The National Endowment for the Arts announces the release of the report Tech as Art: Supporting Artists Who Use Technology as a Creative Medium, the result of a two-year field scan, an initiative of the Arts Endowment in collaboration with the John S. and James L. Knight Foundation and the Ford Foundation. The field scan and report explore the multi-faceted practices of artists who engage with digital technologies in both the creative and functional aspects of their work. The report also looks at the training and exhibition infrastructure that tech-centered artists have developed to pursue their creative practices, and diagnoses a critical need for funding to advance the field.

Kumu Kahua Theatre/University of Hawaiʻi-Mānoa Department of Theatre and Dance - Each year Kumu Kahua Theatre co-sponsors this playwriting contest with the University of Hawaiʻi-Mānoa Department of Theatre and Dance in its effort to nurture local playwrights. The Art in Public Places Program is requesting qualifications from individual artists for artworks to be commissioned for various locations. SFCA ARP Grants for Hawaiʻi Artists and Cultural Practitioners
Applications will be open Sunday August 1 - Thursday September 30, 2021 for the SFCA ARP Grants for Individuals. This grant awards $7,225 to Hawaiʻi artists and cultural practitioners. “Artist” is broadly defined and includes actors, dancers, filmmakers, photographers, playwrights, poets, and more.

The
National Endowment for the Arts provided funds received from the American Rescue Plan to the State Foundation on Culture and the Arts (SFCA) to distribute to the arts and culture community throughout the State of Hawaiʻi. This emergency funding is designed to support the arts sector as it recovers from the devastating impact of COVID-19.

NEA American Rescue Plan Grants
The National Endowment for the Arts (NEA) has released guidelines for the NEA ARP Direct Grants to Arts and Culture Organizations in grant amounts of $50,000, $100,000, or $150,000. This grant is for eligible nonprofit organizations nationwide. Deadline is either August 19 or August 27, 2021 depending on the name of the organization.

Kumu Kahua Theatre/University of Hawaiʻi-Mānoa Department of Theatre and Dance

Volunteer to be an SFCA Visual Arts Consultant
Participate in making decisions about artworks for the SFCA Art in Public Places Collection. Informed community panelists make decisions at the SFCA regarding artwork purchases and gifts. Acquisition Award Selection Committees (AASCs)

Acquisition Award Selection Committee (AASC) visits continue to provide important support for artists and arts organization venues statewide. Exhibit holders invite the SFCA to send an AASC (
application form on the SFCA website), and the qualifying invitations are presented to the SFCA Board of Commissioners for approval.

Friends of the Hawaiʻi State Art Museum (HiSAM): The HiSAM Gift Shop, operated by the Friends of HiSAM volunteer group, is displaying new work by Herman Piʻikea Clark, Kānaka Maoli artist, educator, and business owner. The Hawai'i State Art Museum is dedicated to presenting the largest and finest collection of works by Hawai'i artists that celebrate the diverse artistic and cultural legacy of Hawai'i.

OUR MISSION
To promote, perpetuate, preserve and encourage culture and the arts, history and the humanities as central to the quality of life of the people of Hawai`i. HSFCA funding is provided by the State of Hawai`i and the National Endowment for the Arts. The HSFCA is administratively attached to the Department of Accounting and General Services.

HOURS:
The musuem is open from Tuesday to Saturday from 10 a.m. to 4 p.m. Closed State and Federal Holdays. Always free admission. For pre-recorded information call 586-0900.
