Call for Artists: 2021 Hawaiʻi Regional Scholastic Art Awards

Scholastic Art and Writing Awards
Students and educators: Get ready for the 2021 Scholastic Student Art and Writing Awards competition! Read the tips for students and educators, including feedback from judges and preparing for the digital submissions process: Get Ready for the 2021 Awards. Public, private, or home-school students in the U.S., Canada, or American schools in the rest of the world enrolled in grades 7-12 (ages 13 and up) are eligible to participate. Submissions open online Tuesday September 1, 2020. Final day to submit artwork is Tuesday, December 15, 2020.

State Foundation on Culture and the Arts (SFCA) is the Hawaiʻi regional Affiliate Partner for the Scholastic Student Art and Writing Awards. SFCA participates in the student art portion of the competition, and all entry fees for Hawaiʻi students associated with the competition are covered by the SFCA.

Artwork Transfer to Honolulu MOCA
With the recent transfer of the Kakaʻako Waterfront Park from Hawaii Community Development Authority to the City & County of Honolulu, SFCA Staff are working on the transfer of two SFCA Art in Public Places Collection bronze sculptures at the park to the Honolulu Mayor’s Office on Culture and the Arts (MOCA); "ʻAno Lani: ʻAno Honua" by Linda Yamamoto, 1993, and "Lahui" by Sean Browne, 1992.
 
MOCA’s mission is to promote the value of arts and culture throughout communities in the City and County of Honolulu. There are over 900 pieces in the MOCA collection, which can be viewed online in their
Art in City Buildings Program Online Collections Database.
 
Public artworks in Hawaiʻi as well as throughout the United States can also be viewed on the
Public Art Archive online catalog.

Hawaiʻi State Art Museum Temporarily Closed
The Hawaiʻi State Art Museum (HiSAM) is temporarily closed as of Thursday, August 27, in accordance with the second stay-at-home, work-from-home orders from the City and County of Honolulu Office of the Mayor (the entire Emergency Order No. 2020-25 and accompanying guidance bulletin can be read online: City and County of Honolulu Proclamations, Orders and Rules re: COVID-19). The museum cafe, Artizen by MW, is also closed.  

SFCA CARES Relief Fund Update
The State Foundation on Culture and the Arts (SFCA), Hawaiʻi’s state government arts agency, is delivering $427,500 to thirty-six Hawaiʻi arts and culture organizations impacted by COVID-19. These CARES Act Relief funds, provided by the National Endowment for the Arts (NEA), are intended to help save jobs in the arts sector and keep the doors open to organizations that add value to our economy and creative life of our communities.
 
Although Hawaii United Okinawa Center (HUOA) is not in business to make money, HUOA does conduct business: hiring staff, distributing cultural goods, performances and services, and HUOA has a large facility with utility bills to pay. Due to the pandemic and resulting shut down orders, all of HUOA's fundraising events have been cancelled and donations have decreased. The vital support received from the Coronavirus Aid, Relief and Economic Security Act ("CARES Act") has enabled HUOA to reallocate funds to facility maintenance and utility costs for the Hawaii Okinawa Center.” - Jon S. Hawaii Opera Theatre
HOT is launching HOT Digital so that people can experience HOT performances at home. HOT has postponed the previously announced 2020-21 season due to ongoing concerns over the coronavirus pandemic. In addition to digital streaming, another big focus of the opera going forward is to increase its collaboration with theIsland community. "I will say that a lot of changes that we and other opera companies are making — including doing things smaller andnimbler, and being more locally focused — have been talked about for years. I think we as an industry have been soul searching for some time, we need to explore the industry's diversity, and we need to be representing theplaces where we live by recruiting new members, and telling stories that are representative of the communities where weare serving." - Andrew Morgan, Hawaiʻi Opera Theatre General Director. National Arts in Education week is September 13 – 19, 2020. The theme this year is Because of Arts Education. National Endowment for the Arts Awards Over One Million Dollars to Hawaiʻi Organizations
The National Endowment for the Arts Fiscal Year 2020 Research Grants in the Arts awardees include 14 Hawaiʻi grants for a total amount of $1,108,500. 

Monkey Waterfall, Pacific Traditions Society, Center for Cultural and Technical Interchange Between East and West (aka East-West Center), Hawaii Alliance for Arts Education (aka Hawaiʻi Arts Alliance), State Foundation on Culture and the Arts, Hawaiʻi Women in Filmmaking, Honolulu Biennial Foundation, Pacific Islanders in Communications, Pacific Resources for Education and Learning (aka PREL), PAʻI Foundation, University of Hawaiʻi-Mānoa, Young Of Heart Workshop, Maui Arts & Cultural Center (aka MACC). Applications for these Art Works and Our Town recommended grants were submitted in summer 2019 and approved at the end of March 2020.

Help Hawai‘i Get Funding for COVID-19 Relief
The National Endowment for the Arts together with Americans for the Arts, the nation’s leading nonprofit for advancing the arts, have created a survey to assess the economic impact of COVID-19 on nonprofits arts organizations. We urge all Hawai‘i arts and culture organizations, creative workers, cultural practitioners, and educators to participate, so the virus’ effect on our state’s arts infrastructure can be documented.
 
Your answers are critically important. They create the data-backed case for advocacy to include the arts in emergency relief funding that might be allocated at the federal or state levels.

Recent and Upcoming Exhibit Visits
SFCA artwork purchases are recommended by an Acquisition Award Selection Committee (AASC) that have been invited to view a juried or curated art exhibit in the state of Hawaiʻi. The AASC is generally composed of SFCA commissioners, staff members, and visual arts consultants.

Hawaiʻi State Art Museum:
HiSAM is temporarily closed as of August 27, in accordance with the stay-at-home, work-from-home order for Honolulu County.
The August 26 Pau Hana Talk, a conversation with Drew Broderick and Kaʻili Chun (two of the guest curators of the "Mai hoʻohuli i ka lima i ka luna" exhibit at HiSAM, was held virtually on Zoom. State Foundation on Culture and the Arts: Community Conversation for Arts Organizations in the Schools. Hawaiʻi State Art Museum Accessibility Project Cancelled by State Legislature
State of Hawaii Legislature House Bill 2725 HD1 SD1, a $2.1 billion capital improvement project bill, removed the $300,000 FY20 and $2,300,000 FY21 appropriation for the No. 1 Capitol District Building site and accessibility project, effectively cancelling the project. Construction of improvements to the facility and site were to accommodate increased and safer access and building use.  These improvements included renovation of building walkways and entrances for Americans with Disability Act (ADA) access, and replacement of security gates. Hawaii's museums, theaters are struggling to stay afloat
“The State Foundation did receive $427,500 in CARES money and will be going out. It’s very needed and that’s for jobs, keeping the lights on,” explained Jonathan Johnson, Executive Director State Foundation on Culture and the Arts. 
 
He said the half-million dollars in funding is not enough. 
 
"We did a survey and there was a $9 million need for a three-month period for the cultural institutions that participated in the survey statewide,” Johnson explained. “So a half-million is just a little bit so definitely there’s a huge need.” 
 
He said the cultural arts, museums, and performing arts sector created 22,000 jobs statewide. 
 
“If we can keep them afloat and they can keep the employees working, it’s less a burden on the state’s unemployment,” Johnson said.

Exhibitions at Hawaiʻi State Art Museum, Bishop Museum shed new light on Hawaii's visual and performing artists
"At the Hawai‘i State Art Museum, the wide-ranging exhibition “Mai ho‘ohuli i ka lima i luna” features works by artists who have been “underrepresented, historically marginalized and structurally oppressed,” said Drew Broderick, an artist, educator and co-curator of the show. “It centers on works by kanaka artists and practitioners.” 
 
The works, on display in spaces throughout the museum with a main installation in the second-floor gallery, are from the state’s Art in Public Places collection, which comprises more than 7,000 works. Among the featured artists are Bernice Akamine, Pam Barton, Solomon Enos, Rocky Jensen, Clemente Lagundimao Jr., Al Kahekili‘uila Lagunero, Marques Hanalei Marzan, Meleanna Aluli Meyer, Harinani Orme, Carl F. K. Pao and Maika‘i Tubbs."

State of Hawai‘i Calendar of Events. Select “State Foundation on Culture and the Arts” from the search menu.

In order to comply with the Sunshine Law 
and social distancing requirements, notice of meetings will be posted on the State of Hawaiʻi Calendar of Events seven days prior to the meeting, submission of written testimony on agendized items will be accepted and minutes of meetings will be available within 40 days after the meeting.

eProcurement
For doing business with the state as a contractor, the State of Hawaii eProcurement (HiePro) is a system for issuing solicitations, receiving responses, and issuing notices of award. Solicitations and awards are posted and searchable. State Foundation on Culture and the Arts solicitations have included graphic design services, printing services, custom framing, artwork conservation and restoration.To find SFCA solicitations, search under Department: Accounting and General Services (the SFCA is administratively attached to the Department of Accounting and General Services).

Get Involved: Volunteer Opportunities
Help the SFCA Select Artwork
The Art in Public Places Program of the Hawai‘i State Foundation on Culture and the Arts (SFCA) seeks volunteers, particularly on the Neighbor Islands, with expertise and knowledge in the visual arts field to serve as Visual Arts Consultants on Art Advisory Committees and Acquisition Award Selection Committees. The role of the Art Advisory Committee is to make recommendations to the SFCA regarding the development and design of a given commissioned art project, including location, medium, distinguishing features of the artwork, and selection of the artist. The role of the Acquisition Award Selection Committees is to review and make recommendations regarding the purchase of works of art. The SFCA appoints the committee members for each exhibit visit — generally composed of SFCA commissioners, staff members, and Visual Arts Consultants.
